Idea
This agreed Strategic Framework is one of several thematic or spatially-driven
operational strategy documents produced to guide the delivery of activity in support of
the Convergence and Regional Competitiveness ERDF and ESF programmes 2007–2013 in Wales.
This Framework covers Themes 1 and 2 in Priority 2 of the Convergence ESF programme and
Priority 1 of the Regional Competitiveness and Employment ESF programme.
The co-ordinating organisation of this draft Strategic Framework is the Welsh
Assembly Government’s Department for Children, Education, Lifelong Learning and Skills
(DCELLS) supported by the Department for the Education Economy and Transport, Department
for Health and Social Services (DHSS), Departmnet for Public Health and Health Professions
and the UK Agency Job Centre Plus.
This framework has been developed by the framework coordinator in partnership
with the organisations listed under section 2.
This Framework was presented to the All-Wales Programme Monitoring Committee
(PMC) 2007–2013 in October and December 2007 and was agreed by WEFO.

Please note, however, that the posting of a project idea is not the start of an
application process; it is purely for the purpose of sharing information with interested
stakeholders and potential partners. An EoI form can be requested by clicking on
"Request to submit an Expression of Interest", on the Strategic Frameworks
section of the website http://www.wefo.wales.gov.uk/sf_static.htm
Before approaching WEFO to request submission of an EOI, prospective sponsors should
assure themselves of their project idea’s fit with the Strategic Framework and should
explore what other project ideas are being worked up in the same field, as any possibility
of partnership collaboration with other organisations should be explored at an early
stage.
