What will the project do:
The project will support people from disadvantaged groups in South East Wales to overcome
the barriers they face when attempting to engage in education, training and employment. It
will do this by providing tailored individual and group support where appropriate to
address the specific barriers individuals have.
The project will support employers and training and educational establishments to better
engage with people from disadvantaged groups by helping them to develop their capacity to
do so where necessary.
The project will use the skills, experiences and resources of organisations who have
worked collaboratively in partnerships such as the Equinex development partnership, the
RISE partnership and the South East Wales Equalities Network (SEWEN). It will consult with
individuals, groups and organisations (including employers) in a democratic manner in
order to best develop services and support functions for the people it will target.
Continuous evaluation of activity will inform project development and practice in order to
continuously improve the services offered. Specialist service needs will be supported in
their development by experts from partner organisations such as the University of Wales,
Newport, Careers Wales, NAS, TUC etc.
The project will further empower existing structures to support people into education
training and employment by forging a greater cohesion in their models of provision and
outreach and by commissioning and paying for identified training to enhance that already
on offer. The work will undergo gap analysis with beneficiaries, partners and employers to
identify shortfalls in existing structures and provisions so that the work can be
conducted endeavouring to find ways to satisfy found needs. The project will use
accredited and non-accredited learning and training to engage learners and extend existing
learner support structures appropriately. The project will support improvements in the
ability of educational and training establishments in the region to provide support for
people from disadvantaged groups, thereby contributing to the success of community
learning plans, community strategies and workforce development strategies.
The Equinex Development Partnership came into being as the result of an identified need to
enable people from disadvantaged communities in the region of South East Wales to access
education, training and employment more successfully. Funded through ESF Equal, the
Partnership has worked together for two and a half years, testing out innovative ways of
engaging hard to reach groups in education, training and employment. Many of the
successful methods and products developed are being mainstreamed in local, regional and
national (UK wide) organisations. Equinex also has considerable experience of working
successfully with transnational partners.
Equinex works closely with RISE, the largest learning network partnership in the United
Kingdom. RISE is increasingly providing a learning brokerage role in planning the learning
to up skill the citizens of the region to meet the needs of the knowledge economy.
The SEWEN Network is the only one of its kind in Wales and comprises employer
organisations from the public, private and voluntary sectors. The aim of the Network is to
promote equality of opportunity and good practice in employment in South East Wales

People who are economically inactive and people with disabilities, people from BME
communities, 50+, migrant workers, pre and post 16 people in both Convergence and
Competitive Programme areas, including organisations and professionals who work with these

Decrease in numbers of long term unemployed and economically inactive in the region.

year on year for salary expenditure and some front loaded expenditure on equipment and
materials.

Organisation Name: South West Wales Knowledge Economy Steering Group
Project Description: The ministerial board for the Swansea Bay:
Waterfront and Western Valleys established a task and finish group to work on the
Knowledge Economy theme of the Wales Spatial Plan. That Group, led by the City and County
of Swansea was supported by staff from the Institute of Innovation at Swansea University
and produced a report that was endorsed by the ministerial group in Spring 2007. The
critical recommendation was that a Steering Group be appointed to inform and guide the
Knowledge Economy Strategic Plan for the region and that the natural vehicle for this is
the Technium Steering Group. The Technium Steering Group has been operational for many
years and is private sector led. It has agreed to expand its remit and take on this new
responsibility.
The vision is to support the further evolution of the regional culture creating an
entrepreneurial and innovative region manifested through a sustainable Knowledge Economy.
This initiative will require a small full-time executive team which will report directly
to the South West Wales Knowledge Economy Steering Group. Its remit will be solely to
inform the development of the Strategic Plan and ensure a co-ordinated and integrated
programme embracing all key stakeholders and providers. The work will take place in three
generic activities; high-level skills; Knowledge Infrastructure; and Sectoral Innovation.

companies will benefit from multiplier effects as well as the economies of the region and
Wales as a whole.

university spinouts; patents; other IP; new products and services; increased turnover and
profitability of large and small organisations; high added value jobs (created and
protected); know-how and an entrepreneurial innovation culture; private sector investment
in the region; and links between HE, FE and commerce.
What might be the results of the project: The result of the project will
be the creation of a vehicle that will underpin a sustainable Knowledge Economy,
delivering economic stability and wealth for years to come.
What would its impact be: Its impact will be the provision of job
opportunities for a range of qualified and skilled individuals. The work of the Steering
Group has already demonstrated its impact in a way that can be monitored, measured and
reported.
Roughly what might be the scale of the project: The South West Wales
Knowledge Economy Steering Group will be a seven year project and will only directly
employ a relatively smaller number of individuals, though it will play a key strategic
role in informing and developing a range of major strategic initiatives, some of which
will be funded from Structural Funds and from other public and private sources.

Organisation Name: RISE Partnership
Project Description: The RISE Partnership came into being as the result
of an identified need to empower the learner in whatever setting they may learn, and to be
a vehicle to use their voices to influence lifelong learning provision. The Partnership
has established the largest learning network in the United Kingdom which is increasingly
providing a learning brokerage role in planning the learning to up- skill the citizens of
the region to meet the needs of the knowledge economy.
Having established the principle of learner representation and learner advocacy the next
step is to provide an ongoing, impartial facilitation for the network of support and
training for the learner’s voice, and meeting learner’s needs. This network will seek
to support and enhance the work already initiated by the RISE Partnership, expanding
capacity, addressing identified gaps in support and integrating the work of the WEA (with
its Community Learning Representatives), the TUC (and its Union Learning Representatives),
NIACE Dysgu Cymru, the voluntary sector and community development workers, FE, HE and RISE
Learning Advocates.
The project will embrace the Making the Connections agenda by further empowering existing
structures to forge a greater cohesion in their models and approaches, to commission and
pay for training that is identified to enhance the programmes already on offer. It will
use accredited and non-accredited learning and training to engage learners, and extend its
structures into non-unionised workplaces.
The project will provide tailored learning support for education, training and skills
development. This will result in improved engagement, retention, progression and
achievement levels that will assist in addressing Welsh Assembly Government targets.
It will work with partners such as Job Centre Plus, Careers Wales, Ability Net and other
supporting agencies to recruit, support and promote the acquisition of new skills which
will enhance Learner Advocacy in many settings including the range of paraprofessionals
working across the field of learning and regeneration. They will have the ability and
skills to reach out within their communities/workplaces to support citizens of all ages
including the most hard to reach such as NEETS, non learners, the economically inactive
and low skilled enabling them to leave the welfare system and participate in education and
training for employment and workplace up-skilling.

Organisation Name: Regeneration Skills Collective Wales (network of six
professional institutions in Wales (CIH Cymru, RTPI, RICS Wales, ICE Wales, RSAW &
LIW)
Project Description: Provide a basis for improving the quality and
quantity of professional and cross professional regeneration practitioners in Wales,
facilitating the better delivery of integrated programmes of sustainable regeneration.
This part of what could be a wider strategic initiative will
deliver:
a. A senior and middle management leadership / masterclass programme comprising an annual
three to four sessions intensive workshop programme, targeted at senior and middle
management professionals in the public, private & voluntary / social enterprise
sectors working in West Wales and the Valleys. The programme would operate over a three to
four years period.
b. A cross professional Regeneration Site Seminar programme, with Continuing Professional
Development accreditation by the member professional institutions of the Regeneration
Skills Collective Wales and others. This is likely to embrace up to 10 Site Seminars per
annum within the Convergence area over a three to four years period. It is expected that
each Site Seminar would be attended by approximately 35 participants.
c. A cross professional Seminar programme focussing on specific sustainable regeneration
issues within the Convergence area, such as
- Aspects of both urban and rural regeneration.
- Issues of public procurement.
- Programme and project management skills
- Interaction with community regeneration / development initiatives, engaging both 'top
down' & 'bottom up' approaches.
This project will also seek to engage in the Territorial Cooperation Objective of the
Structural Funds Programmes (2007 - 2013). This will have a focus on the exchange of good
practice and the delivery of integrated regeneration programmes at the national,
sub-regional and local levels.
Also it would seek to engage with those regions, sub regions and Municipalities in Europe
that already have agreements / experience of working with partners in Wales. At national /
regional level for Wales, this could include Emilia Romagna (Italy). Catalonia (Spain),
Silesia
(Poland) and Estonia etc.

Services Management Board in Wales; the Welsh Local Government Association; Local Service
Boards and other potential external stakeholders (e.g. the Higher Education sector)
Who will be the end beneficiaries: Regeneration practitioners in the public, private and
voluntary / social enterprise sectors operating in the Convergence area.
Spatial area/s to be covered by the project: Convergence Area (West Wales
& the Valleys). This proposal will be complemented by similar action in East Wales,
utilising other funding streams (none Structural Funds).
What might the outputs(activity measures): Over a three years period: a.
Total participants
(employed) - 570 p.a. (over 3 years 1,710) b. Female participants - An objective of a
minimum of 52%; this may be achieved by targeting particular events primarily towards
employed women. c. Employers Assisted - It is intended to assist all local authorities (14
plus 2 National Parks) within the Convergence Programme area; 20 private sector employers
operating within the Convergence area; & 15 community / social enterprise employers. A
total of 51 employers. d. Projects delivering specialist training in 'sustainable
development': The whole ethos of integrated regeneration embraces the concept &
principles of 'sustainable development ' - 100% e. Initiatives to support Local Service
Board development; engagement will be sought. f. Dissemination initiatives: The project
proposals are focussed on skills development and exchange of good practice, both within
Wales and between Wales and the rest of the U.K. / Europe. In this context, all of the
events embraced within the project proposals (40 p.a. - 120 over 3 years) are
'dissemination' initiatives. In addition, it is proposed that this project will have a
Territorial Cooperation Programme dimension, the focus of which could be the dissemination
between trans-national partners. g. The project will explicitly address the cross cutting
themes of Equal Opprotunities & Environmental Sustainability.
What might be the results of the project: Over a three years period a.
Collaborative agreements between professional institutions & public service bodies. b.
Sub regional workforce planning and development strategies: It is proposed that the
project will feed into the workforce planning and development strategies of the four Wales
Spatial Plan areas covered by the Convergence Programme.
c. Organisation learning & development strategies: It is intended that this project
will be part of a wider, strategic initiative that will directly address this key
indicator. d. Participants completing courses
(employed): Within the three elements of the proposed project, 1,710 gross; approx. 900 -
1,200 net (within the overall programme proposals some participants will attend more than
one event)
What would its impact be: The outputs and results outlined above,
associated with measures taken in a wider strategic initiative would lead to a. An
improvement in the quality of public services, with more and better qualified public,
private and voluntary / social enterprise sector sustainable regeneration policy makers
and practitioners. b. An increase in public service efficiency, with more' joined up'
regeneration thinking, policy making, planning and action. c. Greater citizen satisfaction
and engagement with the provision of sevices associated with sustainable regeneration
programmes.
Roughly what might be the scale of the project: It is essentail that this
type of professional & cross professional skills development and training is
undertaken throughout Wales, although it is accepted that this Structural Fund Priority is
limited to the Convergence Programme area. In these circumstances, Regneration Skills
Collective Wales will seek to: a. Focus the project proposal activitiesin the Convergence
area; and seek to ensure that the Convergence area is the prime beneficiary of actions
taken. In addition, other funding sources will be sought for complementary activity
outside the Convergence area. b. Ensure that these relatively modest project proposals, in
terms of cost, can be included within a wider strategic programme of skills development
and training relating to the objectives of this Priority. The Regeneration Skills
Collective Wales is seeking active engagement with other major stakeholders to this
effect.
Estimated Cost: Regeneration Skills Collective Wales has a pilot project
in the current financial year (2007 - 2008), which is seeking to establish a detailed
level of cost for this project proposal. Current estimates are:
a. For the Senior / Middle Management Leadership / Masterclass programme, it is
anticipated that the gross cost will be approx £60,000 p.a. (£180,00 over 3 years). b.
For the Regeneration Site Seminar programme, it is estimated that the gross cost will be
£16,000 - £20,000 (£48,000 - £60,000 over 3 years). c. For the Regeneration Seminar
programme, it is anticipated that the gross cost will be £16,000 p.a. (£48,000 over 3
years). TOTAL project costs over three years are therefore likely to be approximately
£276,000 - £288,000.
Where might the match funding come from: Member professional institutions
of the Regeneration Skills Collective Wales (mainly 'in kind'); Welsh Assembly Government;
Income generation. It should benoted that the Regeneration Skills Collective Wales, with
the support of Construction Skills Wales and others, is managing a major research project
into professional / cross professional sustainable regeneration skills in Wales, which
will inform the development of this project proposal. The results of the research project
will be available by April 2008.

Project Description: This partnership proposal aims empower local
communities to take responsibility for their local environment. This will be delivered by
establishing and developing community groups who will work towards meeting the needs of
their local community by adopting areas of their local environment and undertaking
practical improvement projects.
The partnership consists of Keep Wales Tidy, BTCV Cymru and Groundwork Wales and each
partner will be responsible for a particular element of the project.
Keep Wales Tidy shall mobilise communities to identify and respond to eyesores and will be
responsible for overseeing clean up programmes.
Groundwork Wales shall implement environmental improvement schemes and ensure links into
Communities First. These activities shall be supported by a volunteering and learning
programme run by BTCV which will encourage and motivate skills development and further
local engagement.
3) Project Objectives
• To provide a comprehensive, flexible service aimed at encouraging wide
community engagement
• To undertake small scale environmental projects which increases their
contribution to the local economy
• To undertake and coordinate clean up events and raise awareness of
implications of littering and dumping
• to support community groups to undertake practical environmental work
which will lead to improved access and enhanced biodiversity value
• Provide the technical understanding of participants to ensure
sustainability of implemented projects

number of individuals able to move to routes of employment (including social enterprise)
or further training.

What will the project do:
KWT will oversee all litter and waste initiatives and implement a community ‘adoption’
programme. Activities include;
• Initial engagement of communities
• ‘adoption’ of local area and small-scale practical environmental
projects
• basic, informal training (H+S, risk asses, on site environmental
management skills)
• Identification of potential clients for more formal training programmes
• Management of litter contract for high profile, dangerous sites that are
unsuitable for volunteers
BTCV will work with the community groups to identify training needs and then prepare
training plans and oversee the training programme.
• To deliver a range of accredited and non-accredited high quality courses
• To assess the needs and requirements for training of the local community
and to devise a project plan for delivering the required training in consultation.
• To prepare schemes of work, resources and session plans for this skills
area.
• To carry out appropriate assessment procedures and maintain accurate
records of participants’ attendance, achievement and progression.
• To establish and maintain close links with other community learning
providers to ensure comprehensive learning opportunities to meet the needs of the
volunteers
Groundwork implement a community green spaces programme and ensure that Communities First
partnerships are fully engaged.
• Work with communities to transform areas into valuable community assets
• Engage with Communities First partnerships and identify environmental
projects
• Engage Groundwork Trust Teams and local authorities to ensure legal and
other compliances
• Commission external experts if required to implement project e.g.
drawings, plans, and consultants.
