Organisation Name: Waste and Resources Action Programme (WRAP)
Project Description: The project will facilitate a step change in the
quantity of recyclate used by Welsh industry, and the capability of the reprocessing
sector to supply it. It will accordingly stimulate efficient and effective collection of
recyclable material from both commercial/industrial and municipal sectors, and hence will
reflect WAG Waste Strategy priorities over the lifetime of the programme, and ensure that
Wales can progress towards achieving challenging targets for recycling recently announced
(ie 70% by 2024/5). Specifically the project will focus on: * Provision of in depth
specialist support to both the reprocessing sector, and existing/potential end-users of
recyclate, to ensure, as far as practicable, that materials collected and reprocessed
within the Convergence Region are available as inputs to the manufacturing sector locally.
* Establishing and managing innovative projects within the Convergence Region to
demonstrate best practice in waste minimisation (particularly with respect to the
retail/packaging and construction sectors), collection, processing and end-use of
recyclate. * Provision of 'pump priming' funding for strategic waste processing
infrastructure in the Convergence Region, in line with 'Wise About Waste', and supported
by current and emerging evidence of waste arisings and potential use of reprocessed
materials. This will be provided on a competitive application basis, to ensure best value
for money, and to encourage establishment of facilities which are both technically and
commercially robust (and accordingly sustainable in the long term). This will include, but
not be resticted to: (1) 'Best available technology' Anaerobic Digestion plants, to treat
both commercial and municipal food waste. (2) Strategic facilities to sort and reprocess
construction/demolition waste, which will ensure both supply of recycled aggregates more
widely, and provide opportunities for businesses to develop higher value construction
products. (3) Developing strategic collection facilities for SME recyclable waste, and
promoting emergent best practice. (4)Facilitating development of infrastructure for
collection and processing of
(particularly) mixed plastics to appropriate marketable quality standards.

Geographical Area of Operation: WRAP operates throughout the UK, and will
manage a programme covering the whole of Wales, but with particular focus on the
Convergence Region
Organisation Core Business: WRAP is a company limited by guarantee, and
is funded by the UK Government and Devolved Administrations. WRAP's remit is to encourage
and enable organisations and consumers to be more efficient in their use of materials, and
to 'recycle more things more often', with implicit economic and environmental benefits. In
Wales we particularly focus on ensuring that the quality and quantity of materials coming
through the collection and processing infrastructure matches market requirements.
Who will be involved in delivering the project: WRAP will work with a
wide range of organisations to deliver this project, and will specifically ensure that all
activities mesh with the strategy and protocols developed by the proposed 'Resource
Efficiency Wales' function, and with WAG 'Flexible Business Solutions' and 'Single
Investment Fund' structures. Whilst a number of strands of the project will involve direct
delivery by WRAP staff in Wales, much of the work will be done through development of
strategic partnerships within Wales, and use of competent sub-contractors able to offer
sector-specific specialisms. As far as possible WRAP will identify and use partners within
the Convergence Region, but with the proviso that competence and value for money will
always be the primary criteria for selection.
Who will be the end beneficiaries: The project will provide benefit to a
wide spectrum of businesses in terms of growth in turnover and profitability within the
recycling sector, including opportunities for the social enterprise sector (with
associated job creation and safeguarding). It will help businesses able to use, or
increase use of recyclate to secure economical and reliable sources of supply, and help
address CSR goals, particularly with respect to their eco-footprint. Both public and
private sectors will benefit (in terms of costs and eco-footprint) from reduced quantities
of material going to landfill, with further benefits resulting from use of food waste for
generation of renewable energy through anaerobic digestion.
The wider public will also benefit through more efficient collection and reprocessing, and
the overarching reduction in greenhouse gas production associated with increased recycling
rates.
Spatial area/s to be covered by the project: The project will cover all
areas within the Convergence Region.
What might the outputs(activity measures): Project outputs will focus on
the number of strategic interventions within the Convergence Region, and the subsequent
effectiveness of these interventions in terms of 'results' and 'impacts'
below.
What might be the results of the project: The project will create and
safeguard jobs directly in the recycling/reprocessing sector, and indirectly in the wider
manufacturing sector where robust recyclates supply chains are facilitated. It will ensure
significant increases in the quantity of recyclate collected and reprocessed, with
associated reduction in landfill and greenhouse gases.
It will also generate significant commercial (and potentially public) investment in
strategic waste processing infrastructure, including AD plants generating renewable
energy.
What would its impact be: Jobs created/safeguarded in a vibrant,
expanding and sustainable recycling/reprocessing sector. Significant increase in the
availability of high quality recyclate for industry, and diversion from landfill.
Reduction in production of greenhouse gases through use of recyclate rather than virgin
material, and facilitation, as far as practicable, of regional and sub-regional 'closed
loop' linkages between sources of recyclate and users.
Roughly what might be the scale of the project: The project will create a
significant, integrated support and advocacy network focussed on the recycling sector
throughout Wales, but with particular focus on the Convergence Region. It will become the
natural choice delivery partner for all public sector programmes targetting this business
sector. It will also enable creation of a strategic infrastructure of waste processing
facilities which will help ensure the essential connection between regional waste arisings
and recyclate use.
Estimated Cost: It is envisaged that the project will run for an initial
3 year period, at which point it will be formally reviewed in line with performance and
any intervening modification of waste strategy priorities.
The estimated cost of the project within the Convergence Region for the first 3 years is
£18M.

Project Description: Anaerobic Digestion (AD) will become a widely used
option for the treatment of organic wastes throughout Wales. AD has been considered a best
available technology for diverting biodegradable waste from landfills mitigating methane
emissions from landfills and also from agriculture practices. In addition, it is also able
to provide valuable renewable energy. This project focuses specifically upon creating a
Welsh Centre of Excellence for AD. In turn it will address regulatory, financial and
technological barriers that AD technology implementation in Wales is facing. The aspects
described below are the project focuses to successfully achieve its aim.
The Centre will aim to provide a platform for R&D, biochemical monitoring, and
customised technical training aimed at optimising the performance of existing systems and
future technologies. R&D and training will expand the knowledge and expertise in AD
systems. The evaluation of waste type digestibility and treatment options will ensure the
promotion of resource efficiency by significantly minimising the tonnage of biodegradable
waste sent to landfills, improving bio-energy yields and promoting the production of high
quality fertiliser/ soil conditioner.
From the creation of the Centre and R&D, the objective will be the dissemination and
transfer of technologies to businesses in the region.
As a primary role, the Welsh Centre of Excellence for Anaerobic Digestion will be the
point at which industrial end users with an interest in AD can access the information
expertise developed. Of particular relevance is the provision of expert systems for
monitoring AD system performance.
Analytical and monitoring facilities will enable the assessment of anaerobic
biodegradability and the running of efficient processes. Other services provided will
include:
Impartial assessment of commercial technologies
Expert technical advice and training for end users including
economic
evaluations, tendering and procurement processes; sampling regimes and legislative
compliance
 Independent design review and treatment system integration
 Construction and commissioning of systems
 Monitoring and optimisation of system performance and
operational
guidance
The Centre will be a point at which Local and National Government and Regulators can
access this expertise to ensure that appropriate policies and guidance are developed and
implemented in the region. Interaction with other Team Wales stakeholders is also
considered to be highly relevant in terms of identifying opportunities for industrial
interaction, and referring opportunities outside of the scope of the Centre as
appropriate. An increased understanding of AD by public bodies, regulators, local
authorities and the public will facilitate the further implementation of the technology.
In addition to these legislative and strategic targets, the project will stimulate a
number of economic and employment benefits. Increased market uptake of AD will stimulate
inward investment from the many AD technology providers based on the continent. Such
companies are already forging alliances in the UK and it is hoped that through basing a
Centre of Excellence within Wales this could provide additional benefits to being located
in Wales. In addition, further economic activity through manufacturing and support
services to the AD industry will result from increased uptake of the technology. It is
also hoped that indigenous entrepreneurs can also be encouraged to enter the AD technology
market.
The efficient operation of AD facilities across the region will be as a result of the
technical support services provided by the Centre. There is expected to be an increase in
the uptake of AD across the waste management industry and relevant manufacturing settings
through the provision of expert advice, piloting and analytical services. Increased uptake
of AD will also provide indirect support to manufacturing companies that invest in the
technology as part of their waste treatment process. The reduced waste disposal costs and
revenue generation through production of heat and electricity or even a renewable
transport fuel will improve the economic performance of these companies and help to secure
employment opportunities.
The Centre will work in close conjunction with the Sustainable Environment Research Centre
(SERC), the Wales Waste and Resources Research Centre and the Waste Treatment Technology
Network to identify industry led research opportunities relating to the treatment of
organic wastes. These opportunities can then be developed with the industrial partner,
external funding provider and where relevant, other academic institutions.
The project contributes directly to P4T2 which seeks to encourage the efficient use,
re-use and recovery of natural resources across all sectors of the community specifically
waste materials. Complementing proposed indicative activities, the minimisation of
landfill waste in the region is an important focus. The project operates in line with the
main types of intervention identified within the SF: a. provision of advice and support,
and b. R&D. The R&D will run in tandem with the creation of the Centre and
thereafter, the provision of advice and support. Through the provision of this support the
aim will be to achieve a more efficient management of materials resource within businesses
and the public sector.
This will involve the reduction of waste and its landfill across each sector.
This is a cross cutting project that, whilst seeking to reduce the volume of biodegradable
waste sent to landfill through supporting AD implementation, also contributes to the
delivery of other Frameworks
including:

strategic impacts including the diversion of biodegradable material from landfill, the
production of renewable energy and the development of Welsh expertise in AD processes.

Programme and
relevant Strategic Framework, the project will meet the following key outputs:
Entities assisted; and Collaborative R&D. Additional outputs will
include: the development of guidance and best practice for the treatment of waste by AD;

Renewable energy generation (electricity, heat and transport fuels).

In addition, the project will result in the following: Dissemination of best practice and
the transfer of knowledge generated through the centre to public bodies, regulators, local
authorities and the public, and the private sector which will facilitate further
implementation of the technology; An increase in the number of AD companies operating in
Wales with appropriate job opportunities; An increase in indigenous AD expertise in Wales;
Potential Welsh based AD companies or companies providing support to the industry;
Increased utilisation of biogas as a renewable energy vector.

Sales of products, processes or services. The project will contribute towards Wales
achieving the targets for reduction of biodegradable waste from landfill as set out within
the EU Landfill Directive (i.e. 75% of that produced in 1995 by 2010, 50% by 2013, 35% by
2020). Through the treatment and recovery of materials from degradable packaging
materials, the project will contribute towards Wales meeting the EU Packaging and
Packaging Waste Directive targets of 60% recovery and 55% recycling by 2008, or future
targets proposed. The project would also increase the amount of renewable energy produced
within Wales and is consistent with the strategic objectives set out in the Energy Route
Map for Wales.
Through potential use as a transport fuel, the biogas generated from anaerobic digestion
could contribute to the targets set out within the EU Biofuels Directive.
Roughly what might be the scale of the project: The project will directly
employ between 2-5 experts in the field of AD who will be based at a dedicated facility.
The facility will include a laboratory capable of providing the analytical services
required by the AD industry (substrate digestibility, COD, total solids, volatile solids,
digestate characterisation, among others). Piloting plant facilities which can be used to
investigate and demonstrate the digestion of various substrates will also be developed.
The Centre will be linked to and supported by the facilities available at SERC, University
of Glamorgan.
Estimated Cost: It is proposed that the Centre should be fully funded
over a period of three years at a cost of approximately £600,000 (total project value).
This may be subject to change at Expression of Interest stage following further budgetary
work.

Project Description: This project will focus on the development of a
network of
much-needed waste processing and technology centres (Eco-parks) across
Wales. The project will undertake an holistic approach to the treatment
of Commercial, Industrial, Agricultural and Municipal waste on a regional
basis, implementing the requirements of the regional waste planning
process, and providing the infrastructure to allow sustainability and the
Environmental Goods and Services (EGS) sector to develop and flourish.
The facilities will co-ordinate the delivery of waste infrastructure
against the needs of the private, public and community sectors, providing
logistics and environmental benefits from agglomeration of activities and
bringing significant employment to the surrounding region. While waste is
a priority area driving the development of these Eco-parks, the Eco-park
remit encompasses processing, research, knowledge creation and
implementation across the whole of the sustainable industries sector;
recycling/recyclate preparation, renewable energy, waste management,
remediation and reclamation of land, food production, nature conservation
and enhancement.

Project Description: The primary focus is to raise capacity and
capabilities in industry (with a focus on SMEs), public sector groups (i.e. procurement,
policy makers, sector account managers/regional teams etc), business support
organisations, higher and further education and the 3rd sector so that effective ecodesign
can happen in Wales. This is a crucial step in Wales move towards a low-carbon, resource
efficient economy. (ecodesign = good design = good business practice) The project will
equip the relevant staff in these organisations with the knowledge, understanding, skills
and access to information and training that enables them to operate effectively.
The project will require the management of relationships between the different
organisations and sectors (public, private, 3rd) so that a true partnership approach can
be achieved in Wales.

Project Description: The project will build on the good practice and
experience of the WCVA led Objective 1 ?§Strategic Recycling Scheme?¨ project. The MaRRc
project will engage various organisations in the public, voluntary and social economy
sectors to deliver waste reduction, reuse and recycling initiatives. These will move the
focus on from the community and awareness raising work undertaken under SRS to address the
priorities of the Strategic Framework. The project will develop an innovative sub-regional
collaborative network able to make an impact in the reduction, reuse and recycling of
various wastes, specifically:
Biodegradable wastes produced by the food and drink industry and households, through for
example composting initiatives and a pilot project dealing with kitchen waste.
Household and commercial wastes, e.g. recovery of low grade untreated timber (presently a
major problem) through chipping and as a potential energy source, recycling of trade
waste, reduction of waste nappies.
Reusable household and commercial waste, through for example the recycling and
re-manufacture of waste white goods and furniture linked to collection systems, the
establishment of an art/craft scrap store.
A research element undertaken across the whole of south west Wales to establish new and
innovative uses for waste materials and the potential markets for these materials.
Potentially, a transnational component to identify best practice from elsewhere in the EU
to allow it to be adopted here (and vice versa).

Project Description: Material Conservation Centers/Hubs
Aim of the Project:
The aim of the project is to develop four Regional Reuse and Recycling Centres managed by
a regional centers to serve as a designated place/s where bulky waste, WEEE, mattresses,
carpets, flat glass, office furniture, wood, oil, plastics, food waste (particularly from
the retail sector) and other waste materials collected from households, Civic Amenity
Sites and businesses will be taken for assessment and reutilisation. Each Centre will
serve the needs of its own particular region. Once received at the Centres the materials
will be assessed and re-routed to one of the following areas of activity.
Direct Reuse
Refurbishment/Repair
Recycling or Composting
Dismantling/Cannibalisation for spares and recycling
Reprocessing
R&D for new product design
Minimal Disposal

Project Description: This is a project developed with the aim of
improving the understanding between the public sector and enterprise. The overall
objective is to improve policy making, dialogue, delivery etc by allowing decision-makers
who work with the enterprise sector to be seconded for a short period.
This is seen as being achieved through a series of in-company placements for officials of
public sector organizations with the officials experiencing business life, in SMEs, social
enterprises and micro businesses for a flexible period of time, shadowing key personnel
and experiencing the different functions or departments of the company.
