Organisation Name: Tribal Education

Project Description: Business incubation is a unique and highly flexible combination of business development processes, infrastructure and people designed to nurture new, embryonic and small business by helping them to survive and grow through the difficult and vulnerable early stages of development.

Our vision for Incubation Launchpad includes both affordable business units combined with business advice and support but allows resident SMEs to draw upon the wider benefits of specialist 'to-the-market' support aimed at generating customers and sales, exhibition space, shared meeting space, centralised administration support, virtual support, a training centre and hot-desk facilities.

The business support element within Incubation Launchpad will be exclusively for organisations using the affordable space and will allow the business support officer to  build strong relationships with residents.  Our specialist 'to-the-market' support will focus on supporting organisations to develop and implement sales and marketing plans that will include advertising, PR, e-commerce, exhibitions of work and joint ventures with larger retailers.

We are aware that in North Wales there is the need to work with yet challenge the prevailing rural enterprise landscape, to see accessible support and growth of SMEs in the North Wales economy. We would like to see more young people getting involved in and inspired by entrpreneurial activities and will encourage local school and higher education links with our incubatrion launchpad, with the potential for apprenticeships.

Adjoined to Incubation Launchpad will be a range of additional functional buildings that will support the clustering of organisations during the day and will contribute to the development of a lively nightlife, namely: a café, a bar/bisto, a training venue (open for youth services in the evening), a music venue, exhibition space and a theatre/cinema.  These additional functional buildings and their activities will operate separately to Incubation Launchpad but will feed a proportion of their revenue back to Tribal to support the sustainability of the model.

Tribal will own and operate the training facility/venue and will be responsible for researching skills gaps that in turn will lead to the designing and developing of new training programmes.  The vision for the training centre will be to become self-sustainable through the provision of responsive and appropriate accredited/non-accredited training that businesses and individuals pay for.

Roughly what might be the scale of the project: One incubation unit to become self-sustainable and reinvesting profits into franchising the incubation model.

Estimated Cost: 1-3 million pounds dependent on building costs, size of building.

Organisation Name:  Vision 21 (Cyfle Cymru)

Project Description: The project is a 2.2 acre development of new social enterprises linked to the prestigious Cardiff Football Club new stadium and retail park. This project had previously benefited from ERDF approval, however, due to planning constraints (now overcome) a time lapse resulted in the allocated ERDF support being returned. The project will address the need for enabling disabled people to engage fully with education and employment opportunities which raises levels of expectation and ambition, engages the local and wider communities as an innovative social enterprise development and includes the nearby ward of Grangetown which is a Communities First area. The activity within the project will deliver parity of access to knowledge, skills and innovation that will not only engage the target group of marginalised young people but additionally will offer the range of equal learning and employment opportunities to the wider community. The development will reflect best practice in environmentally sustainable building and operational methods. This project actively supports the current key operational programmes and strategies of the Welsh Assembly Government, has involved significant stakeholder engagement, will provide a platform for responsive vocational training and employment outcomes that are not available anywhere within the locality and in doing so will provide for a mainstream educational and employment provision within a social enterprise sustainable development. The Field will be a cost-effective option designed for future sustainability, built upon Vision 21's 20 years of unique development in South Wales of social enterprises, which will additionally address most of the match funding criteria. Vision 21 has an historic track record of delivering high quality results for training, volunteering and employment outcomes for people who have previously experienced marginalisation in the respective arena. This project will be a flagship replicable model for the future of Wales and beyond.

Who will be involved in delivering the project: . Professionally competent and qualified Vision 21 staff. Established and long-term partnerships with local schools and colleges; Careers Wales: Employment Services; Local Health Board: Cardiff Housing Providers: WAG Specialist Support Unit: Cylch: Private Sector partners: range of 3rd Sector partners, including VAC, SNAP, Learning Disability Wales, WCVA, ABCD, The Dyscovery Centre,  neighboring 4 Local Authorities within the Competitive funding area, Health Board Nurse training placements, Genetic Counseling placements, Police Recruitment training placements, Social Work Student placements, University of Wales Student placements, local volunteer placements, Cardiff City Football Club; Cardiff City Council, local SME’s and larger enterprises, local Community groups, Cardiff Allotment Association, Rounded Development, Recycling Bodies, Estyn, O.C.N. N.P.T.C and W.J.E.C.

Who will be the end beneficiaries: The project will offer an additional 140 weekly placements -delivering nationally accredited vocational training programmes and employment outcomes.

What might the outputs(activity measures 140 people gain qualifications with newly created employment outcome opportunities: at least 10 new businesses are created within the development: Micro enterprise is facilitated to become established and to flourish: lifelong learning for Wales becomes enhanced through diversity of opportunity: health and wellbeing for communities becomes underpinned within the development (i.e. healthy living cafe -produce -green gym activities etc): the project is established as an exemplar model for others to replicate.

What might be the results of the project: Social enterprise creation: new employment outcomes: Accredited Vocational Training ranges: Volunteering opportunities enhanced: economic wealth: additional significant support facility for primary carers: environmental educational facility for the wider community, focussing upon future sustainability, re-use and recycling.

What would its impact be  Increased economic wealth: further educational  and lifelong learning creation: healthier lifestyles: opportunities for local artists to have an arena for their artistic contributions: increased range of opportunities for marginalised groups and individuals to be able to access parity within the region

Roughly what might be the scale of the project: The Field will be a 2.2. acre brown field site development at the Sloper Road and Bessemer Road section of Cardiff, and as part of the 40 acre development of the Cardiff City Football Club stadium, sports complex and retail outlet development. The Field will take approximately 35 weeks to construct and we anticipate that work will commence Autumn 2008 -Outline Planning permission has been granted and full planning permission is within the current schedule cycle at Cardiff City Council. Preparatory building work has already begun on the surrounding complex site.

Organisation Name: South West Wales Partnership

Project Description: A strong entrepreneurial and innovation culture is vital to the creation of new businesses and the expansion of exiting ones. One of the key themes of the Entrepreneurship Action Plan is to building the confidence of individuals and businesses to start new ventures and grow.

It is accepted that to survive economically, Wales needs to be a more entrepreneurial country developing more high quality ‘home grown’

businesses and ensuring that entrepreneurship and innovation skills are developed at an early age.  This will contribute to the attraction and retention of young people within the area as the area’s high quality lifestyle and environment are matched by a culture of innovation.

This project will establish a joined up, collaborative approach to the development of youth innovation support across the regional area of Carmarthenshire, Pembrokeshire, Swansea and Neath Port Talbot. The project is linked to a bid under ESF Priority 1 in order to reflect the different provision within the constituent counties. The primary aim of the bid will be to provide dedicated support, advice, business loan and premises where relevant. The project also incorporates a mentoring scheme with businesses including task and finish projects i.e. linking young people demonstrating entrepreneurial culture to SMEs to help them grow.

Following existing entrepreneurship and innovation activities it has been identified by the regional partnership that there is no on going dedicated support for young people to develop their innovation and entrepreneurial skills and implement their business ideas.  Resources are required to support individuals that wish to seek further information and develop into the business sector in order to increase opportunities for the local economy. This project will build on the existing youth enterprise activity within the area to provide dedicated advice and aftercare support to help young people develop their ideas to fruition. Current Youth entrepreneurship activity in schools provides a test bed for new ideas to emerge however there are no mechanisms to take these ideas further into actual businesses. Ideas developed through Young Enterprise and other initiatives have the potential to provide routes to mainstream employment and create sustainable jobs. Sandfield Young Business Centre has also demonstrated the demand for dedicated workspace for young people starting a new enterprise together with wrap around support. This is currently being replicated ain the Delta Lake Enterprise Centre in Llanelli. The aim of the project would be to provide similar incubator space within Swansea and Pembrokeshire in order to deliver holistic support within the region but support that reflects local need. This need not necessarily be building new units but utilizing existing space and dedicating it to this specific use.

Targeted service for underrepresented groups who have the potential to become successful entrepreneurs linked to existing activities including Chwarae Teg

The project will be delivered through an innovative sub regional partnership approach.  The four local authorities of Swansea, Neath Port Talbot, Carmarthenshire and Pembrokeshire (involving both Education and Economic Development Departments)  will lead the project working together with a range of partners from the public, private, education (including further education) and community sectors. The project supports the fields of intervention and delivery approaches as set out in the framework for Priority 2 ERDF of the Convergence Programme as follows:

-     research, promote and test innovative ways of working with young people

not currently provided

-     provide additional support to young people to enable them access

mainstream funding from the market in order  to start up a business

-     Provide an enabling fund that allows test trading opportunities for

young people starting up – linked to WAG provision

-     Networking of young people in similar or complementary fields to

increase chance of success through clustering

-     Providing a linked approach to enterprise education and development i.e.

maximising the impact of the entrepreneurship education by providing practical support to emerging entrepreneurs to take their business idea to fruition i.e. access to support pre-mainstream  business support provision

The project will prepare young people for future employment by helping them realise their aspirations building on enterprising culture developed through enterprise education programmes. Interventions will give equal, universal access to all young people who wish to pursue their business idea Activity from this project will complement, link and have synergy with initiatives within ESF Priority 1 Supplying young people with the skills needed for Learning and Future Employment and link to the newly established South West Wales Regional Learning Partnership. The project will complement the delivery of the proposed ESF project by providing young people with the opportunity to develop their innovation and entrepreneurial skills in order to achieve a successful transition into employment either via business start-up or employment with existing SME who are seeking to grow.  The project will also complement the proposed sub-regional business finance bid under Priority 2.2 in providing pre-mainstream support dedicated to young people increasing the quality of business projects going forward for funding.

Collaborative Approach

The Partnership will drive forward an innovation agenda for young people from a shared economic development and education perspective.  It will provide a strategic, cohesive and co-ordinated approach to ensure the maximum number of young people aged 16-25 have an opportunity to gain innovation and entrepreneurship skills.

This will be achieved through a new and innovative sub regional partnership approach in line with and in support of the “Making the Connections” agenda, which will directly respond to national policy and

strategy: the Wales Spatial Plan, Wales A Vibrant Economy, 14-19 Learning Pathways, Extending Entitlement and the Skills and Employment Action Plan for Wales, and through individual local authority economic development and learning strategies and partnerships.
