Project Description: PCCARE will establish an Environmental ICT
Recycling project focusing on the long-term sustainability from social enterprise,
incorporating specialist training and environmental awareness whilst actively engaging
with volunteers, residents, community groups and business within Neath Port Talbot and
surrounding areas.
The Project will utilise current facilities and expertise to offer volunteer and work
placements, deliver skilled training whilst establishing a central hub for all ICT
recycling which will help the local authority, business and 3rd sector in meeting the
Waste Electrical and Electronic Equipment (WEEE) directives for ICT Waste disposal.
This element of the project will build upon the piloted PC Refurbishment scheme. New
services will be launched offering the whole community a means to dispose of ICT equipment
which will be re-used or recycled in accordance the Environment Agency's WEEE directive,
the project will actively seek to refurbish ICT equipment for re-use within the community,
additional waste will be used within the training room whilst all remaining ICT waste will
be stripped down to bare materials for proper disposal.
This element will see the development of the current PCCARE site into a dedicated
recycling centre. PCCARE are able to offer a PAT Testing service that will ensure all
recycled units are safe and reliable. The project will include awareness campaigns and
guest speakers to educate and encourage participation, increase the level of ICT recovery,
provide support, helping to achieve objectives set out in the National Waste Strategy.

Who will be involved in delivering the project: NSA will be the lead

Overall, the PCCARE Recycling programme will add value to mainstream activity whilst
re-using and reducing ICT waste creating a greener more vibrant Environmental Community.
The project will be delivered and steered by staff employed whilst utilising and working
closely with PCCARE as the over-arching ICT service provider / training facility within
the community. The project will provided innovative and progressive methods of training,
incorporating awareness and skills on environmental issues, whilst offering an authentic
structured working environment for participants and volunteers, helping them to take the
next step into employment, training or self-employment. All activity within the Programme
will be designed to build upon and strengthen good practice across the spatial area.
Interventions will enhance and bring additionality to current mainstream structures,
strengthen collaborative working and promote sharing of best practice at a local and
regional level. The Programme will allow the services delivered to operate in a more
co-ordinated and cohesive manner, encouraging sharing of resources and bending of
services.
Who will be the end beneficiaries: Residents who live in areas of high multiple
deprivation, particularly Communities First areas, focusing on the immediate areas of
Sandfields and Aberavon, NPT and Swansea Bay. In addition to residents, local businesses,
community groups, organisations and volunteers will be able to benefit from the project,
by participating on recycling and environment training courses, discounted refurbished ICT
equipment and through volunteer opportunities, as well as having an environmental impact
through the safe disposal of waste ICT equipment. Beneficiaries throughout the area will
be able to benefit from a community based centre that will promote environmental issues
and concerns whilst delivering a skilled service and training package. The project will
seek to re-use and utilise ICT material to deliver non-accredited and accredited training
increase peoples skills and employability, whilst offering a real working environment
tailored to the beneficiary.

Project Description: The purpose of this business is to build a
possessing facility to develop and commercialise the technology of converting low value
waste proteins and agriculture by-products into sustainable polymers for wide ranging
markets. By commercializing this technology, several government directives will be
achieved: The reduction of petroleum derived polymers and the diversion of waste from
landfill and incineration. Energy requirement to produce and convert these proteins into
polymer is significantly less the producing the existing polymers like polypropylene;
thus, reducing the industrial energy demands for future growth. This technology will also
provide a non-agriculture feed market for these existing by-products that presently is
non-existent.

Project Description: Denbighshire County Council will develop an
Anaerobic Digestion (AD) facility in Denbighshire to take municipal food waste from
Denbighshire, Conwy and Flintshire and provide additional capacity for the commercial and
industrial sectors. The project will include an awareness campaign to encourage
participation of both householders and the private sector. An on-site education centre
will be developed to share best practice and help educate those wishing to develop similar
enterprises across the region; in particular, farm based developments. The Project will:
Help divert biodegradable waste from landfill, including waste produced by the commercial
and industrial sector. Increase the level of recovery of waste and energy, thus reducing
greenhouse gas emissions. Raise awareness of the need for communities to divert

help achieve the objectives set out in the National Waste Strategy and ensure that the

Project Description: To operate a Materials Resource and ReUse Center
or Hub. Through diversion of Waste Materials from the Waste Stream the project will seek

opportunities. The Project will repair household and business items including Electrical
Goods that it collects and offer additional repair services to businesses and Enterprises
as well as low income households. Enfys Foundation has Ownership of an NVQ accredited
Domestic Appliance Repair Course which means new skills and courses can be offered to Pan
Convergence areas. Its envisaged that Services and Products can then be offered to Local

business items, Furniture Packs and additional services. Materials reclaimed can be

Project Description: The project will assist in the redevelopment of
the Milland Road/Canal Green site in Neath for mixed use. The development will require
flood mitigation works. The site is immediately adjacent to the town centre and is highly
visible from the A474 access into Neath and the main line railway.
The area suffers from a deteriorated public realm and is affected by flooding concerns
that are constrict business expansion. A positive physical attribute is the Neath Canal
which runs directly through the site but there are two bridges in place which are
currently precluding navigation. The site is a key employment site which is in close
proximity to Neath Town Centre.
The redevelopment of the site forms part of a package of schemes aimed at the economic
and environmental improvement in and adjoining the town centre. The Authority, supported
by the WAG, has appointed consultants to deliver a Regeneration Strategy for the site and
this has now identified a series of development options. Convergence can be utilised to
overcome the constraints to delivering this strategy and unlocking the potential values
that exist in the site as well as assisting in undertaking any initial site prep,
implement a land assembly strategy and assist in implementing a relocation programme for
current users.

Project Description: The project will build on and develop the good
practices established under the Objective 1 Strategic Recycling Scheme project by
focussing on the long-term sustainability of the social enterprises involved in the
delivery of waste reduction, reuse and recycling initiatives. The project will develop a
pan convergence collaborative network able to make an impact on the Wales waste management
strategy by:
providing multi layered support ranging from access to a loan fund that would enable
partners to develop their own income stream and increase their capital; and a grant budget
aimed specifically at building the capacity of the groups involved. Links will be made
with the WCVA Intermediary Labour Market project to encourage the development of
sustainable jobs and the project will develop a national collaborative network able to
make an impact in reaching the waste strategy targets and those set down under convergence
with reference to employment and qualifications.
The network will initially be made up of WCVA itself and current SRS partners but will
expand to other areas in Wales that have expressed interest in such a scheme as well as
beyond Wales in recognition of the work of other EU transnational projects.

Project Description: This submission is made up of two proposals which
are linked in their aim to provide an infrastructure for the effective handling of
construction wastes through the development of a secured market for the largest waste
stream. The first project is to develop a network of Trade Amenity Sites to enable micro
businesses in the construction sector to effectively and easily dispose of building
wastes.
This will involve working with local authorities and/or private companies working in
partnership to provide local facilities similar to those provided at civic amenity sites.
The facilities may be attached to existing waste management operations or be completely
new sites developed for the purpose. Each facility would provide low-cost disposal of
segregated and sorted waste arising from the construction sector. The second project will
develop a new engineering specification for unbound recycled materials to be mandated for
use in unclassified highway works in Wales. An extensive and detailed programme of
research and development will be carried out on inert materials derived from construction
wastes to clearly demonstrate the engineering properties of these materials. This will
involve producing recyclates from a wide range of sources of construction wastes which
will have been subjected to a minimum practicable level of re-processing. The aim is to
maximize the amount of recycled inert waste that can be diverted from landfill into
appropriate engineering use in new infrastructure, whilst minimizing the amount of energy
used in the recycling process. The resulting work will lead to the implementation of an
all Wales specification to be applied to “unclassified” roadworks, footpath, cycleway,
car parks and other pavement construction on all new building development in the public
and private sectors in Wales.
Both programmes of work is designed to support the delivery of the Wales Waste Strategy
and the associated policy objectives.

resource use. The project will deliver 1-to-1 support to both business and public sector
organisations at a level over and above that available under the current Envirowise
programme in Wales. In cases where waste production cannot be avoided there will be close
working with the National Industrial Symbiosis Programme (NISP), through a joint
management and referrals structure, to ensure that other uses are identified for such
waste streams and material is diverted from landfill.
