Organisation Name: Culture and Arts in Valleys Authorities (CAVA)

Project Description: The “Creative Bridges Into Work” Project will be a coherent programme with three distinct elements consisting of: 1. Creative Skills Programme (P1 T1 & T2; P2 T1 & T2; P3 T1)A strategic and coordinated programme of imaginative and innovative creative industries learning and training opportunities, linking with the relevant Skills Development programmes to establish career pathways and progression routes into employment, support workforce development; complement business advisory services for the creative and cultural industries; supporting the development of other skills development initiatives, by building the capacity of the workforce in the Valleys to better meet the needs of those entering the industry and in order to increase growth and productivity
levels within the sector. A range of arts and creative industry
activities, led by existing providers and using existing resources, will be offered as a means of addressing issues of economic inactivity among unemployed adults, encouraging and enabling them to develop new and transferable skills that will help them gain sustained employment. The
activities will include:•    Creative workshops to identify potential, build
confidence and develop talent.•    Action research - Performance appraisal
sessions, and training audits with all participating CCI sector businesses, including public sector managed services (such as LA theatres), the private sector, social enterprise and development trust
sector, charities and voluntary organisations.•    Structured training to
improve creative business practice, technical skills and develop generic business competencies (eg Finance, Marketing, Press and PR, project
management, entrepreneurship, strategic planning)•    Training in how to coach, mentor and develop emerging talent.•    Participation in a seminar
programme delivered by professionals from across the creative industry
sector.•    Group projects to develop peer education, collaborative working
and networking skills•    A mentor who has a leadership role within the
creative industry sector.•    A series of placements in creative and cultural
organisations within the region.•    An individual action research project to
develop self-motivation, resilience and entrepreneurship.•    Coaching
sessions to support personal and career development. 2. Coordinating Learning for the C&CI sector (P1 T1 & P1 T2)Training for existing local authority Arts Development Officers and C&CI sector workers to provide them with the necessary skills to offer business support for individuals and SMEs within the C&CI sector and signpost to other advice/support areas – with the aim of establishing a team of (up to 6) officers to work across the Valleys with: the Jobs Match Team, 14-19 coordinators, Education Business Partnerships (ESIS) and Children and Young People’s Single Plan Coordinators and any other relevant officers responsible for signposting young people into work and without the detailed and specific knowledge of the C&CI sector and the opportunities within it. 3. Business Support for the C&CI Sector (P2 T2)This Project recognises that much of the current thinking is that the focus of development work in support of the creative industries should be on creating or strengthening the conditions that enable a thriving creative sector to grow and this thinking suggests that this is principally a matter of general development and business support.Through the establishment of a C&CI Business Support Officer the Project will supplement and expand the existing support given by Business Support programmes within the CAVA authorities, offering specialist business advice and support for existing and emerging creative industries SMEs. Based within one local authority this specialist senior officer will work closely with Creative and Cultural Skills, Skillset, the relevant WAG departments and specialist C&CI agencies e.g. Welsh Music Foundation.

Organisation Core Business: The local authority arts services within CAVA deliver a cultural programme in a diverse range of theatres and arts venues and on an out-reach basis through established Arts Development teams and through partnerships with a range of established creative and cultural sector organisations. CAVA takes a strategic planning approach in relation to cultural development, public art development and creative industries support. In particular RCT CBC have developed and are delivering a Creative and Cultural Industries (C&CI) Plan. Bridgend CBC has an established Creative Industries Training Programme. The Valleys Creative Industries Forum (VCIF) was established in 2007 to support the development of the creative and cultural industries across the Valleys. CAVA authorities work collaboratively on the Valleys Dance and the Valleys Literature Development Initiatives; with Creu Cymru and Audiences Wales.

Who will be involved in delivering the project: Own staff, Subcontracted organisation/s, Freelance / self-employed agents.

Who will be the end beneficiaries: Individuals, entrepreneurs, and SMEs working within any specific sector of the C&CI (in accordance with DCMS definition) in the SE Wales Valleys; people seeking employment generally (gaining core skills); people seeking employment in the C&CI – women, disabled people, young people aged 11-25 (inc 14-19) and older people; economically inactive people and mental health service users; “socially excluded” and “at risk”
groups, employers with high rates of staff absence through stress-related illnesses.

Spatial area/s to be covered by the project: South East Wales Valleys

What might the outputs(activity measures): The provisional outputs are: the number of: people trained; training events delivered; C&CI SMEs supported; C&CI start-up businesses supported; C&CI jobs safeguarded; C&CI studio spaces and exhibition spaces established and developed; participating C&CI businesses; participating individuals, plus proportion completing the programme; participants attending short courses and seminar programmes. Further details will be added after discussion at VCIF, with Business Support Officers and the Connecting South Wales Forum – the Six Valleys Consortium, as the Project has the potential to cover all of the South East Wales Valleys

What might be the results of the project: Number of beneficiaries going on to further education, training or better employment; Number of cultural apprenticeships; Arts and Creative Industry jobs created in communities directly; Arts and Creative Industry jobs created in communities indirectly; People gaining employment in the C&CI; Increased growth in the creative sector in the SE Wales Valleys; Closer working with the Universities to ensure that there is support available for graduates to move into this sector; Increased number of employees with formal qualifications; More, better quality jobs within the CCI sector in SE Wales; Investments made by SMEs, stimulating private sector investment; Establishment of a Creative Valleys Agency – independent organisation set up as a Community Interest Company (a new model recently developed through legislation) to provide a strategic partnership, project development, professional support, creative business incubation, flexible funding support. The role will include: advising on application processes, commission training, representation and other similar functions. Further details will be added after further discussion at the VCIF, with Business Support Officers, Connecting South Wales Forum – the Six Valleys Consortium, as the Project has the potential to cover all of the South East Wales Valleys.

What would its impact be: Safeguarding C&CI sector jobs; Creation of net new C&CI sector jobs; Growth in and consolidation of the C&CI sector in South Wales, contributing to the social, cultural and economic regeneration of the South East Wales Valleys; Improved C&CI Business Support provision including a Strategic Investment Fund – ranging from grants, guarantees, low cost loans and other financial instruments; Development of the Knowledge Based sector; Evolution of business and social networks where a number of creative businesses are in proximity will contribute greatly both to individual business success and to generating an attractiveness which draws more practitioners into a virtuous spiral of growth in the commercial, voluntary not-for-profit sectors; The development of Cultural Quarters within the SE Wales Valleys area – encouragement of clustering by the creation of managed workspace and business incubation appropriate to the creative sector; Improved employment prospects and improved employability for local people; Improved perception of the Valleys as an attractive place to live, work and do business; Growth in the local economy;Less working hours lost to stress-related absences, more movement of people on sickness benefit back into employment, potential increase in numbers employed in the creative industries in the SE Wales Valleys area.

Roughly what might be the scale of the project: TBC - not yet known as the Project has the potential to cover all of the South Wales Valleys area and detailed discussions have yet to be held within CAVA, at
the VCIF and with Business Support Officers

Organisation Name: Tredegar Development Trust

Project Description: Provide an inital level of training, volunteering, work experience, accreditation and qualifications to young people and adults (aged 11-65) who are either excluded from mainstream education, training or employment. Providing further skills to the employed, and increasing prospects for those already in employment. This informal environment will provide an open door policy for those that are eligible. Advice, guidance and referral for those that need it.
Training will be given in multimedia, the arts, youth development, youth work, ICT, Sound Recording, First Aid, Food Hygeine, Project Management.
Accreditation will be available from OCN to NVQ standards. Individual action plans and one to one supervision will be provided, with progression support inot further training or education, return to school, college or work placements or jobs.

Organisation Name: RISE Partnership

Project Description: The Project recognises the need to research and develop strategies to enable both pre- and post-16 individuals and groups, to access learning and qualifications. A key feature will be the development of Study Skills Toolkits at appropriate levels from level 1 – 5. The Toolkits will be developed and produced, for use in all areas of training.
They will take account of learning preferences and styles.
The Toolkits will be developed in formats to suit the setting in which they are being used. Training will be put in place for the use of these Toolkits for both tutors and learners. The toolkits will take account of environmental and sustainability issues with regard to production, and promote environmentally friendly methods of study.
The Project will improve the confidence of learners, the retention and progression rates within individual organisations. It will provide information on accessing further support if necessary.
The Project will form a stepping stone to success and a foundation for building communities where individuals are equipped to safeguard employment and be prepared to take advantage of new opportunities.
The Project will pay specific attention to potential NEETS, the economically inactive, ESOL provision, young people at risk, offenders and ex-offenders, and individuals who would not traditionally access Higher Education or undertake work-based learning.
The project will train mentors in the workplace, community and educational establishments in order to facilitate upskilling throughout our society.
It will look to enable the economically inactive to access the knowledge economy and enter sustainable employment. It will look to enable the employed to take advantage of new opportunities in the workplace in order to maximise the security of their employment.
The project will work to remove barriers to employment, education and training through partnership working and self empowerment. It will support the work of agencies involved in education, training employment and health in order to improve the qualifications and employability of citizens in the Three Counties.

What might the outputs(activity measures): A decrease in long term economic activity; an increase in the level of qualifications; fewer NEETS; increased security of employment.

What might be the results of the project: Increased levels of literacy and numeracy, an area which attracts new business; a workforce which is equipped to adapt to new challenges; communities where learning is valued and supported; and a well trained tutor and mentor base to ensure continuous improvement in skills levels. A wide area where there is a common approach to study skills, where students can move to new levels of study with the support necessary to inspire success.

What would its impact be: To provide the support tool to promote learning retention, success and progression. To promote the region as a place where its people are being supported to access the knowledge economy and fill skills gaps.
The Toolkit will be available to all learners in the region.

Roughly what might be the scale of the project: Over five years, the Project will work to provide the study skills support in all educational settings at all levels in partnership with learning providers in all sectors.

Organisation Name: RISE Partnership

Project Description: The RISE Partnership has been involved in basic skills and ESOL since its inception. The Five Counties Basic Skills Network has been established as a result of that involvement. It has developed a culture of sharing and provided the opportunity to develop joint initiatives in the past. It would welcome the opportunity to develop further joined up working opportunities.

The Project will work with pre- and post-16 groups and individuals to provide appropriate learning opportunities and to raise aspirations in all life areas through raising their basic skills. It will equip citizens to build a society which promotes environmental sustainability, and to provide equality of opportunity for all.

The Project will look to provide intergenerational opportunities for learners and opportunities for learners to experience vocational tasters incorporating contextualised basic skills.

There is a lack of funding for training both Basic Skills tutors, ESOL tutors and volunteers. The partnership will provide training opportunities which are strategic, free and accessible. RISE will seek to develop the Network, in order to make the work in the area of basic skills a beacon for collaborative work. This will be undertaken in order to improve the employability and life chances for the people of South East Wales, in collaboration with existing networks in adjoining areas. It will train mentors in the workplace, community and educational establishment in order to facilitate upskilling throughout our society. It will look to enable the economically inactive to access the knowledge economy and enter sustainable employment. It will work with employers and unions to enable the employed to take advantage of new opportunities in the workplace.

The Project will provide opportunities to remove barriers to employment, education and training through partnership working and self empowerment.
It will look to support the work of agencies involved in education, training, employment, and health in order to improve the basic skills and employability of citizens in the Three Counties.

The Project will develop new contextualised courses in partnership with learners, providers and employers to ensure that there are good quality resources, relevant to need and that take into account new technology and training needs. We will train people within a variety of settings to identify basic skills needs and support individuals in their learning journey to maximise their potential. The Project will work to ensure quality of delivery and access for all.

Organisation Name: RISE Partnership

Project Description: The RISE Partnership came into being as the result of an identified need to empower the learner in whatever setting they may learn, and to be a vehicle to use their voices to influence lifelong learning provision. The Partnership has established the largest learning network in the United Kingdom which is increasingly providing a learning brokerage role in planning the learning to up- skill the citizens of the region to meet the needs of the knowledge economy.

Having established the principle of learner representation and learner advocacy the next step is to provide an ongoing, impartial facilitation for the network of support and training for the learner’s voice, and meeting learner’s needs. This network will seek to support and enhance the work already initiated by the RISE Partnership, expanding capacity, addressing identified gaps in support and integrating the work of the WEA (with its Community Learning Representatives), the TUC (and its Union Learning Representatives), NIACE Dysgu Cymru, the voluntary sector and community development workers, FE, HE and RISE Learning Advocates.

The project will embrace the Making the Connections agenda by further empowering existing structures to forge a greater cohesion in their models and approaches, to commission and pay for training that is identified to enhance the programmes already on offer. It will use accredited and non-accredited learning and training to engage learners, and extend its structures into non-unionised workplaces.

The project will provide tailored learning support for education, training and skills development. This will result in improved engagement, retention, progression and achievement levels that will assist in addressing Welsh Assembly Government targets.

It will work with partners such as Job Centre Plus, Careers Wales, Ability Net and other supporting agencies to recruit, support and promote the acquisition of new skills which will enhance Learner Advocacy in many settings including the range of paraprofessionals working across the field of learning and regeneration. They will have the ability and skills to reach out within their communities/workplaces to support citizens of all ages including the most hard to reach such as NEETS, non learners, the economically inactive and low skilled enabling them to leave the welfare system and participate in education and training for employment and workplace up-skilling.

Organisation Name: Gwent Association of Voluntary Organisations (GAVO)

Project Description: The Project will provide a comprehensive Community Apprenticeship programme of paid employment while following an accredited learning pathway and work experience placements.
Unlike ‘traditional’ apprenticeships, individuals participating in the programme will cover a broad age range.
The apprenticeships will cover a range of work disciplines, including Community Development, Health and Social Care, Business Administration and Construction.
Work experience placements will take place with a variety of organisations (across sectors), which can provide not only the appropriate work tasks, but also robust support structures for the apprentices; appropriate training will be provided for staff in these organisations to ensure adequate support is available.
The project will provide its trainees, and potentially the community members with whom they will be working for the duration of the project, with the skills and confidence to promote active citizenship, and actively participate in the regeneration of local communities.
The project will help provide appropriate stepping stones to future work by increasing employability of apprenticeship trainees, and by enhancing the skills of staff in work placement organisations.
The number of people employed on the project will exceed 50 in the Convergence areas – the majority of these being community apprentices (45+); along with project delivery staff (5+ - some f/t and some p/t); but the project will also be linked with the Regional Competitiveness areas, with additional posts created there.

Organisation Core Business: GAVO has been nominated as the lead agent for the project by the partners involved in its inception. GAVO is the Community Voluntary Council which covers the local authority areas of Blaenau Gwent, Caerphilly, Newport and Monmouthshire. The organisation supports the voluntary sector in Gwent through promoting opportunities for voluntary organisations to work together through participation; encouraging voluntary and statutory organisations to work together in planning new services; recruiting volunteers and providing a comprehensive service to volunteers and user organisations; and by responding to the needs of the community by identifying unmet needs and developing new services. GAVO is also involved in community regeneration through partnership working and its role as grant recipient body and managing agent within the Welsh Assembly Government’s Communities First programme. Partners in this joint project include other Community Voluntary Councils, a Crime Prevention Organisation, and an organisation working with disadvantaged young people.

Who will be involved in delivering the project: Delivery agents in the Convergence areas will be: Gwent Association of Voluntary Organisations (GAVO), Safer Merthyr Tydfil (SMT), Torfaen Voluntary Alliance (TVA), Interlink, Cwmbran Centre for Young People. A linked application in areas outside Convergence will include GAVO and Swansea Council for Voluntary Service. Partner Agencies (eg providing work experience placements) will include: Ebbw Vale & District Development Trust; Tredegar Development Trust; The Prince’s Trust; Blaenau Gwent County Borough Council; Communities First Partnership Boards; local health boards; Caerphilly County Borough Council; Rhymney Valley Young at Hearts; Markham Community House; SYDIC; CHAD; Job Match; Groundwork Trusts; Youth Offending Team; Merthyr Tydfil County Borough Council; Surestart; Domestic Abuse Service; WEA; Future Blaenafon; and others

Who will be the end beneficiaries: Direct beneficiaries will be 50 + people employed across the geographic area.

What might the outputs(activity measures): ESF Priority 1 – supplying young people with the skills needed for learning and future employment (themes a and b - tackling under-achievement, raising skills and aspirations)ESF Priority 2 – increasing employment and tackling economic inactivity (themes a and b - helping people into sustainable employment; helping people to remain at work)ESF Priority 3 – improving skills levels ands adaptability of the workforce (themes a, b and c – raising the skills base of the workforce; skills for the knowledge economy; promoting gender equality in employment). The project will hit the Convergence (and Regional
Competitiveness) Programme Results Targets in terms of contributing to:
(a) Participants entering employment; (b) Participants gaining qualifications. The project will complement and contribute to other Welsh Assembly Government strategic initiatives such as Communities First/Communities Next, particularly the key themes of Jobs and Business, Education and Training, Health and Wellbeing and Active Community. The project will go some way towards meeting some of the priorities in the Wales Spatial Plan, for example: tackling deprivation (through providing employment and income, and increasing skills and employability of beneficiaries); supporting local community voluntary action, and fostering social capital (through work undertaken by the Community Development Apprentice beneficiaries in communities). The project fits within the policy context of the Welsh Assembly Government’s reform agenda for public services ‘Making the Connections’ through its cross boundary working – both in terms of geographic boundaries, and in terms of involved agencies working in ways they have not done before. The project will contribute to reaching the Lisbon Employment Targets (for example in terms of ensuring no gender pay gap, equal access to employment, education and training for women, Black and minority ethnic people, and disabled people). The qualifications framework for the project will contribute to the Welsh Assembly Government’s commitment to widening access to further and higher education (Learning Country 2) and also match the ambitions set out within A Winning Wales to up-skill people in Wales to achieve at least to NVQ Level 3 level.

What might be the results of the project: In some areas the project will acknowledge and build on existing activities. The project will pull together expertise in the design and delivery of Community Apprentice type learning programmes to benefit from current good practice

What would its impact be: Increased participation in learning and employment.
Increase in work based skills, including communication, problem solving and team working. Increased capacity for developing successful community action. Helping to overcome social exclusion and deprivation by helping people into work and enabling their progress to higher skills and better paid work. Potentially – breaking the cycle of reliance on benefits and benefit culture.

Roughly what might be the scale of the project: This will be a three year project. However, duration of all apprenticeships will be two years, but the number of intakes of apprentices will vary across areas, dependent on organisational capacity.
This will include 50+ people employed across the project in that timeframe, with apprenticeships covering a range of work disciplines.

Project Description: Expanding our Horizons Developing a Disabled Womens Network that will:
