Project Description: Business incubation is a unique and highly
flexible combination of business development processes, infrastructure and people designed
to nurture new, embryonic and small business by helping them to survive and grow through
the difficult and vulnerable early stages of development.
Our vision for Incubation Launchpad includes both affordable business units combined
with business advice and support but allows resident SMEs to draw upon the wider benefits
of specialist 'to-the-market' support aimed at generating customers and sales, exhibition
space, shared meeting space, centralised administration support, virtual support, a
training centre and hot-desk facilities.
The business support element within Incubation Launchpad will be exclusively for
organisations using the affordable space and will allow the business support officer
to build strong relationships with residents. Our specialist 'to-the-market'
support will focus on supporting organisations to develop and implement sales and
marketing plans that will include advertising, PR, e-commerce, exhibitions of work and
joint ventures with larger retailers.
We are aware that in Pembrokeshire there is the need to support and challenge SMEs in
their business growth, to guide them through the bureacratic processes and make the
process seem feasible. Because of the rural nature of Pembrokeshire we will ensure that
there is sufficient online support for SMEs but will encourage the use of the incubation
space both day and night, to bring regeneration to the deprived urban areas of
Pembrokeshire. We are keen to link SMEs further with tourism, recognising the county's
many tourist attractions. We would also like to see more young people getting involved in
and inspired by entrepreneurial activities and will encourage local school and higher
education links with our incubation launchpad, with the possibility of apprenticeships.
Adjoined to Incubation Launchpad will be a range of additional functional buildings
that will support the clustering of organisations during the day and will contribute to
the development of a lively nightlife, namely: a café, a bar/bisto, a training venue
(open for youth services in the evening), a music venue, exhibition space and a
theatre/cinema. These additional functional buildings and their activities will
operate separately to Incubation Launchpad but will feed a proportion of their revenue
back to Tribal to support the sustainability of the model.
Tribal will own and operate the training facility/venue and will be responsible for
researching skills gaps that in turn will lead to the designing and developing of new
training programmes. The vision for the training centre will be to become
self-sustainable through the provision of responsive and appropriate
accredited/non-accredited training that businesses and individuals pay for.

Project Description: The project will undertake a programme of
physical regeneration actions to address key issues affecting the Pontypool Settlement
Area, focusing on bringing about environmental, economic and social benefits to the most
deprived communities within the settlement area.
The project is recommended in the Physical Regeneration Programme for the South East
Wales Valleys Convergence Area, brought together by the 6 Local Authorities in partnership
with DE&T.
Pontypool, together with Cwmbran, is identified as a principal key settlement within
the Wales Spatial plan. The town has an important role in providing services and
facilities to the communities of north and mid Torfaen, some of which are amongst the most
deprived wards in Wales. However, the town also faces significant challenges to its
vitality, viability and attractiveness which this project will seek to address, alongside
measures in surrounding communities.
An integrated regeneration approach is being developed through partnerships between
local communities, the public sector agencies and the private sector. This integrated
approach is based on:
" An understanding of the key sustainability issues affecting communities across
the Pontypool settlement area " Identification of key sites to help address issues
and their spatial relationship " The principle of providing opportunities and
benefits to the area's most deprived communities
The proposed physical regeneration actions will all involve community engagement,
giving local people a role in identifying priorities for improvement and in being part of
the regeneration process.
There will be a drive to build the capacity of local communities in the area to be
enterprising, providing business incubation support and premises, and ensuring the supply
of high quality business sites and premises.
The key proposals are:
1. Refurbishment of vacant and derelict buildings for economic use, linked to
sustainable construction, microrenewables and new business start-up.
2. Development of small-scale sites and premises, linked to encouraging socially
excluded and economically inactive people into employment.
3. Landscape and access improvements, redesigning unsafe open landscapes,
rehabilitation of public spaces to bring them into economic use.
4. Actions that will promote a vibrant cultural life
The above will be complemented by a Priority 5.2 action which will tackle barriers to
employment including child and other care services, community transport, and advice and
guidance initiatives which target those in deprived communities, helping them to access
the work opportunities which will become available.

The Pontypool Settlement Area is located in mid/north-Torfaen with a population of
36,000 people. Loss of traditional industry and competition has affected the area's
viability, vitality and attractiveness.
Out of the 24 Lower Super Output Areas in the Pontypool Settlement Area, 17 are ranked
as deprived by the Welsh Index of Multiple Deprivation 2005:
" 7 out of 24 lower level super output areas are within the top 20% most deprived
wards in Wales in relation to income " A further 5 in the top 20% most deprived wards
in terms of employment
These LSOA's will be targeted with activities to improve the physical environment,
including better access to green space and integration between communities.
2 wards, Trevethin and Penygarn / St. Cadocs are Communities First areas and will be
targeted for physical regeneration, to complement actions being undertaken under Priority
5 Theme 2.
The project includes the British, one of the largest areas of dereliction in the south
eastern valleys of Wales. It acts as a major disincentive to invest in the mid/northern
Torfaen area. It also provides the largest opportunity to drive economic and social
regeneration in this area if an effective reclamation and redevelopment scheme can be
implemented.
The project will also be seeking to address the significant amounts of vacant,
underutilised and poor quality property in Pontypool Town Centre and Pontnewynydd
Industrial Estate.

physical infrastructure which is essential to facilitate the sustainable regeneration and
expansion of Cwmbran town centre. The project is recommended by the Valleys Renaissance
Programme Steering Group for strong consideration under the 'flexible' one-fifth
allocation of resources under P5T1 due to its ability to make a significant regional
economic impact.
Cwmbran, together with Pontypool, is identified as a principal key settlement within
the Wales Spatial Plan. Lying within the 'Connections Corridor', the town is strategically
placed to capitalise on private sector investment and growth sectors in the economy. The
development and expansion of Cwmbran town centre will act as an economic driver and
catalyst for the long term economic, social and environmental regeneration of deprived
communities throughout Torfaen and the South East Wales Convergence Area.
An integrated package of measures is proposed which would include:
Preparation of a sustainable development framework
Creation of a high quality canal side, mixed use development incorporating commercial,
office, cultural, leisure and residential uses
Provision of new civic space and public realm
Enhancement of the natural and historic built environment
Related canal and transport infrastructure improvements

The proposals form part of a comprehensive plan for the expansion of Cwmbran Town

Project Description: To build a modern Community Enterprise Centre
(CEC) building on approx. half an acre of land on the Aberavon seafront in the Port Talbot
settlement. The concept is evaluated in a feasibility study dated May 2008 by Gwyn Roberts
B. Sc, MRICS, MRTPI, CEO of The Galeri, Caernarfon, Cyf. The project will help to incubate
and grow new community enterprises. The building will be on 2 levels with a café
restaurant facility community enterprise on the 1st floor with community enterprise
training rooms and rooms for Communities First programme staff. On the ground floor will
be a central atrium of IT multi media interactive environment together with conferencing
facilities for up to150 people. There will be 2 phases: Phase 1 - capital for a new build
Phase 2 - revenue for new staff and running costs With the aim of physical regeneration on
the Aberavon seafront it will develop and deliver effective ways of engaging local
communities and local networks by providing community enterprise and community
regeneration initiatives and activities.

community, including statutory agencies such as NSA's Communities First Partnership. The
design of the building will be delivered involving the local community and in particular
involving local schools.
Who will be the end beneficiaries: People who live in areas of high
multiple deprivation, in particular those in Communities First areas, in particular
Sandfields, Aberavon, NPT and Swansea Bay and the Western Valleys. Local busiesses In
particular the end beneficiaries will benefit from policies to tackle child poverty,
economic inactivity and will contribute to a sustainable environment. People in the area
will benefit from a community based centre that will promote community engagement,
development and community enterprise. This will be a new property development and
regeneration of unused land on the seafront.

What might the outputs be (activity measures): To incubate and grow
community enterprises engaged in training or employment generating activities.

This will lead to community regeneration and the building will enhance the physical
environment on the seafront.

regenerating communities and improving the physical environment of Aberavon seafront.
Building a sustainable community asset. The forecasts show that the CEC will have a
positive impact on NSA and the community in the long term.

Project Description: The project will link two sections of the Baglan
Energy Park strategic development site, totalling some 500 hectares, which is currently
dissected by several railway lines serving local factories. The railway lines make the
travel distance between the two areas about 4km, which would be reduced to 300m by the
proposed link bridge.
It will also form part of the All Wales Coastal Footpath promoted by WAG.
The proposed link is needed complete the infrastructure on the Park in order to make it
into a self contained, cohesive unit. It will improve connections between the two phases
and links to Port Talbot commercial centre, the railway and bus stations and the wider
transport infrastructure. This will create improved access for vehicles, walkers and
cyclists and will enable more effective timetabling of public transport.
The proposal will and to the synergy of the Park, encouraging further investment and
uptake of the remaining plots. There is also opportunity to open a third phase providing
the circumstances, including the infrastructure, are right.

Project Description: Project Title - Heads of the Valleys - Tourism
Infrastructure
This project seeks Convergence funding to complete the range of tourism facility
infrastructure projects already identified by the HOV partnership as cornerstones of the
Tourism Strategy and included within the Valleys Regional Park Action Plan; namely the
restoration of Bedwellty House to provide a visitor experience, restaurant, gardens and
function area, the upgrade of Dare Valley Country to provide a glass atrium at the visitor
centre, to extend the Blaenafon Railway into the town thus connecting Big Pit to the new
visitor centre and ironworks, the upgrade of Cyfarthfa park as a visitor facility and the
creation of a 21st century garden on the Markham colliery site.
The project will ensure that the links in terms of interpretation and access are
comprehensive and complete. This will be achieved in part by the construction of a Heads
of the Valleys Cycle route that will facilitate connections between the projects for
cyclists and walkers.
In addition, the project makes provision for the new 'Peoples' Museum' or genealogy
centre. This will be a new facility in a refurbished, listed building based at the
steelworks site in Ebbw Vale; a site that is currently one of the biggest regeneration
projects in Wales. The overall regeneration project includes housing, open-air college
campus, retail, restaurants and theatre. It is also intended to extend the railway line to
the proposed site. The building will house the Gwent Records Office and use cutting edge
equipment to capture, translate and tell the People's story.
The objective of the proposal is to create a dynamic, new profile for the area which
will be used to capture private sector interest and confidence thus encouraging additional
investment in the tourism infrastructure of the area.
This project supports the wider vision of a Valleys Regional Park by providing a step
change in the range and quality of tourism related infrastructure in the Heads of the
Valleys area at a sub regional level.
It is distinct form the wider VRP project in that it forms part of a woder economic,
social and environmental regeneration strategy developed specifically for the HOV area.

would represent £7m of GVA and 284 FTE jobs. The impact of this total project would be
significantly greater. For the purposes of this form we have assumed a 50% additional
impact.

the Valleys is to make the area 'an enjoyable place to live, work and spend leisure time'.
Completion of this project will contribute to the delivery of that vision. The proposals
must be viewed in the context of the Heads of the Valleys regeneration programme, which is
substantively addressing the problems associated with town centres and the environment as
outlined in the Valleys Regional Park strategy.

Project Description: This project forms part of the strategic
programme of physical regeneration for the SE Wales Convergence area - Valleys
Renaissance.
This project, Merthyr Tydfil Property Strategy, will deliver the refurbishment and
redevelopment of a number of key buildings and sites within the town centre of Merthyr
Tydfil for which strategies and feasibility studies have already been completed. The
project comprises: - Miners Hall Refurbishment - Building facade improvements to key
buildings - Bus station redevelopment - Creation of a new arts centre

Project Description: The project forms part of the strategic programme

Renaissance". This programme has been developed as a result of collaboration between
the 6 Valleys authorities and WAG DE&T.
The project is a comprehensive regeneration package for Pontypridd Town Centre. The
objectives are · To highlight Pontypridd as a focus for residents, shoppers, visitors and
workers. · To enhance the attractiveness of the town centre and to reinforce it's
positive attributes. · To encourage investment within the town centre and to support
local businesses and the local economy. · To create a convenient, attractive, accessible,
safe and memorable public realm within the town centre. · To promote Ynysangharad Park as
a tourist attraction · To make Pontypridd the 'County' town.

which will deliver a vibrant, viable and sustainable town centre. Actions will boost
investment, improve the town centre and ensure wealth creation and spending is kept within
the local economy. The project will also ensure Pontypridd reclaims its position as a
regional centre for commerce and business.
Roughly what might be the scale of the project: The project focuses on
Pontypridd Town Centre, but it forms a key element of the Rhondda Cynon Taf Economic
Regeneration Strategy. It is also a key component of the Valleys Renaissance Programme.
